Managed Service Argenti – Hampshire

Of a population of 1.3m in Hampshire, 235,000 are over 65. Around 16,000 people have been assessed as having “critical or substantial” needs.

Argenti is a pioneering consortium of partners who work together to deliver telecare to Hampshire residents as a managed service. The partners include: Hampshire County Council, PA Consulting Group, Medvivo, Tunstall Healthcare, CareCalls.

A developmental partnership with consultants and their consortium partners designed to make telecare a mainstream part of the social care offer in Hampshire. 


  • The programme is seeking to increase the number of recipients of telecare from 500 in 2013 to 15,000 in 2018.
  • Hampshire County Council makes telecare available free of charge to everyone who is assessed as having critical or substantial needs, regardless of their financial circumstances.
  • This is because the Council recognises that telecare is a low-cost intervention which, appropriately deployed, keeps people independent and prevents or delays the need for other more costly services.

  • 92% of users said telecare had increased their feelings of safety and security

Economic outcomes

  • Argenti has over 2,000 service users and has saved the Council £806k net (Aug 14)
  • These savings are accounted for by reduced domiciliary care and delayed or avoided entry into residential care. Domiciliary care costs an average of £160/week. A fully funded week in residential care costs the Council up to £572.
  • Target for end of Y2 (31 July 2015): a further £1.4m
  • Target for end of Y5 (31 July 2018): £6.5m (cumulative)
